If you have Vsync or use Windowed/Borderless mode that caps you at lower value then that's caused by your improper monitor/video card settings. This applies to any game. But if the game is capped at 60, why can I not play it at 60 borderless? I can play literally any other game on my PC borderless with 144fps to support my 144hz display.
